Second Aarhus Centres Meeting. The Second Aarhus Centres Meeting brought together the Aarhus Convention national focal points, Aarhus Centre managers and the OSCE economic and environmental officers from Albania, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan and Tajikistan. Government and OSCE representatives from Bosnia and Herzegovina, Montenegro, Serbia and Turkmenistan were also present. The meeting aimed to provide an effective platform for sharing experiences, lessons learned, best practices and challenges in putting the Aarhus Convention into practice. ENGLISH European Commission: first report on application of public participation concerning plans and programmes. National Broadband Plan: Connecting America. The United States Federal Communications Commission (FCC) released its National Broadband Plan, setting forth a strategy to expand access to broadband Internet services to millions of people. Chapter 15 of the broadband plan is specifically intended to make it easier for Americans to actively participate in civil society and hold their government accountable. Among its recommendations "to create an open and transparent government", the Plan calls for primary legal documents of the federal government to be free and accessible to the public on digital platforms; Government should make its processes more transparent and conducive to participation by the American people; and all data and information that the government treats as public should be available and easy to locate online in a machine-readable and otherwise accessible format in a timely manner. For data that are actionable or time-sensitive in nature, the Executive Branch should provide individuals a single Web interface to manage e-mail alerts and other electronic communications from the federal government. All responses to Freedom of Information Act (FOIA) requests by Executive Branch and independent agencies should be made available online at www.[agency].gov/foia. The Executive Branch should also revise its Data Quality Act guidence to encourage agencies to apply the Act more consistently and facilitate the re-publishing of government data. It is often said that justice delayed is justice denied. Environmental courts and tribunals (ECTs)
have been proposed as a quick, easy, and cheap solution to the challenges of access to justice
in environmental conflicts. But under what conditions do ECTs meet these expectations? The Access team is hosting a book launch and live webcast on 19 April 2010 from 3:00pm to 4:15pm EST at WRI 10 G St NE, Washington DC 20002, which will also be webcast, for our publication Greening Justice: Creating and Improving Environmental Courts and Tribunals. Initiative (TAI), the largest civil society network dedicated to
ensuring that communities have a voice in decisions
concerning their natural resources. TAI partners have
worked in over 45 countries to identify gaps in laws,
institutions, practices, and tools for removing barriers to access to justice in environmental matters. Water related issues have already started to have a significant impact on environment and people in Georgia – effects that will become even more severe in the future for economic development and societal well-being. ENGLISH Water Sector Convergence Plan for Georgia. The Government of Georgia has made a commitment to bring its laws and practices closer to those of the European Community, including the water protection/management requirements. This process is known as “convergence”. The objective of the process is to support Georgia in its goal of developing economically and socially, while maintaining a high level of environmental protection. The aim of the project is to observe the environmental impact assessment (EIA) process in Georgia and to assess compliance of existing procedures with current Georgian legislation and the Aarhus Convention. ENGLISH Biodiversity Analysis Update for Georgia. This report was produced for review by the United States Agency for International Development. It was prepared by ECODIT for the Biodiversity Analyses Update for Georgia and Azerbaijan. Strategic Framework of the Aarhus Centre Georgia. The Aarhus Centre developed the Strategic Framework and Action Plan for 2010-2012. This document is based upon the Road Map for the Aarhus Centres, Aarhus Centre Guidelines and Aarhus Convention Strategic Plan that was adopted by the third meeting of Parties in Riga, in 2008. ENGLISH The 19th International Conference on Bear Research and Management. Georgia is on a crossroad of the West and the East. Therefore one of the main objectives of the Tbilisi conference is to promote dialogue between bear specialists of the West and the East. We will try our best to bring more scientists and conservationists from previously underrepresented countries (e.g. Russia, Armenia, Azerbaijan, other former USSR countries, etc) to meet their counterparts from the West to share their experiences, discuss and possibly plan future cooperation in the fields of bear research and management.
