European Neighbourhood Policy. The European Neighbourhood Policy is all about working together with those states who share a land or sea border with the EU, to increase their prosperity and stability too. Neighbours who want to carry out reforms to improve their standards of democracy and human rights, to increase their access to the Union's single market, to improve the environment or to step up their co-operation with the EU on issues like energy, transport or migration, have the chance to work on a joint Action Plan with the EU, and can look forward to substantial assistance: technical help, political support, and more aid money. The Policy sets out the objectives and identifies areas where additional efforts are required on the part of the EU in areas as such as energy, climate change, environment, fisheries, transport, maritime policy, research, information society, education, employment and social policy. Caselex. Caselex is the first premium information service offering the most important national and European case law linked to the European Union's commercial areas of law, without need for multilingual and multinational legal skills. Caselex identifies and selects only cases with cross-border relevance, i.e. linked to EU law, including Environmental Law and ICT and Media Law. Caselex is aimed as a practical tool for legal professionals in need of solutions to national and international legal issues connected to EU law. Caselex offers the most important cases of the national courts in Europe, implying the national Supreme Courts and the High Courts. Making the application of EU environmental law transparent. In the past 30 years, the European Union (EU) has adopted a substantial and diverse range of environmental measures aimed at improving the quality of the environment for European citizens in order to offer a high quality of life. Over 200 legal acts cover environmental issues, including water, air, nature, biodiversity, waste, and chemicals. A substantial amount of court cases address the EU’s legal framework. The Caselex online information service reports on such cases, thus allowing legal professionals and policy makers to monitor the application of EU environmental law and to find guidance on its practical application. elni Review. The elni Review is a bi-annual, English language law review. It publishes articles on environmental law, focussing on European and international environmental law as well as recent developments in the EU Member States. It is published by Öko-Institut (the Institute for Applied Ecology), IESAR (the Institute for Environmental Studies and Applied Research, hosted by the University of Applied Sciences in Bingen) and sofia (the Society for Institutional Analysis, located at the University of Darmstadt). elni encourages its members to submit articles to the Review in order to support and further the exchange and sharing of experiences with other members. elni coordinates a number of different activities in order to facilitate the communication and connections of those interested in environmental law around the world. Resolution of the Kyiv Regional NGO Congress. NGO representatives from Belarus, Poland, Russia and neighbouring countries adopted this resolution committing themselves, among other things, to developing the Baltic Black Sea Civic Space, supporting an Expert Council on NGO Law and to contribute to development of Code of Good Practice for Civic Participation. United Nations e-Government Survey 2008: From e-Government to Connected Governance. The 2008 Survey looks at the issue of connected governance from the perspective of how governments manage and how they should manage their back office processes. The underlying principle is to improve the internal workings of the public sector by reducing financial costs and transaction time, to better manage the work flow and processes, to improve institutional linkages between different government agencies, ministries and units. Chapter 5 of the report addresses E-Particpation. The E-Participation Index ranking aims to capture the dimensions of government to citizen interaction and inclusion, by assessing the extent to which governments proactively solicit citizen input. Experiences with Participatory Tools and Mechanisms. Refinement of the sustainable development strategy and stakeholder dialogue. In 2007, the German Federal Government called for public participation in refining the country's sustainable development strategy. Ecologic and RIMAS were commissioned to analyse consultation and participation processes in Germany and Europe to develop proposals for the refinement of the German consultation process within the German sustainable development strategy. A workshop was organised in 2008 in cooperation with the "European Sustainable Development Network" (ESDN), to discuss the case study’s transferability as well as their success factors together with national policy implementers.
